The short answer
The full War and Order High College tree costs at least 378,710 azurite. That covers 31 research items and 260 levels. It is a minimum because 29 levels show a cost of 0 in our data. We read those as missing rather than free, so the true figure is higher, and we cannot say by how much.
The second half of the tree is where most of it goes. The tier I research costs 112,180 and tier II costs 266,530, or 70% of the known total. None of this has been checked in the game, and some values disagree between our two source tables, as shown further down.
Cost by research
Research that shares a price is grouped. The Azurite column is the group total, using the tree table. The last column is the listed value at max level, which is per item where a group has several.
| Research | Levels | Azurite | Levels unknown | At max level |
|---|---|---|---|---|
| Manage Food I, Wood I | 10 | 8,500 | 4 | 10% each |
| Manage Stone I, Iron I | 10 | 10,040 | 4 | 10% each |
| Superior Leadership I | 5 | 5,780 | 0 | 8,000 |
| Melee and Ranged Attack I, HP I | 40 | 32,760 | 0 | 10% each |
| Superior Angel Attack I, HP I | 20 | 18,100 | 0 | 10% each |
| Elite and Invasion Blade I | 20 | 18,100 | 0 | 20% each |
| Elite and Invasion Shield I | 20 | 18,100 | 0 | 15% each |
| Rally Decree I | 10 | 800 | 9 | 300,000 |
| Manage Food II, Wood II | 10 | 13,300 | 6 | 10% each |
| Manage Stone II, Iron II | 10 | 14,820 | 6 | 10% each |
| Superior Leadership II | 5 | 13,810 | 0 | 8,000 |
| Melee and Ranged Attack II, HP II | 40 | 86,480 | 0 | 10% each |
| Superior Angel Attack II, HP II | 20 | 46,040 | 0 | 10% each |
| Elite and Invasion Blade II | 20 | 46,040 | 0 | 20% each |
| Elite and Invasion Shield II | 20 | 46,040 | 0 | 15% each |
Same effect, very different price
Tier II repeats the tier I effects at much higher prices. Melee Attack I costs 8,190 for 10%, and Melee Attack II is also listed at 10% for 21,620, about 2.6 times as much. Superior Leadership shows the same gap: each tier lists a March Size value of 8,000 at level 5, for 5,780 and 13,810 azurite.
There are no cheap early levels in tier II either. Melee Attack I climbs from 270 azurite at level 1 to 1,450 at level 10, and Melee Attack II opens at 1,570, higher than the top of tier I. So the point where you move into tier II is the point where each level starts to cost several times what tier I's early levels did. If your budget is limited, finishing the tier I items you care about will stretch it further than opening tier II, going by azurite per listed percent.
The event research stands out within a tier. Elite Blade I costs 9,050 for 20% and Elite Shield I costs the same for 15%, while Melee Attack I costs slightly less for 10%. That is a difference in listed percentages, and those stats work in different situations, so it does not settle which to raise first. If you mainly play Elite War or Realm Invasion, though, it is worth comparing them on those terms.
What it costs to reach each part of the tree
Requirements here only ask for level 1 of the earlier research, so you can move down the tree cheaply and spend later. Level 1 of all 31 items adds up to 40,610 azurite, about 11% of the known total. This table shows the minimum to open one level of a research, counting its prerequisites at level 1. Some of these rows include disputed level 1 values.
| First level of | Minimum azurite |
|---|---|
| Superior Leadership I | 5,700 |
| Melee Attack I | 5,970 |
| Elite Blade I | 7,740 |
| Rally Decree I | 9,500 |
| Manage Food II | 12,500 |
| Superior Leadership II | 24,250 |
| Melee Attack II | 25,820 |
| Elite Blade II | 35,570 |
| Elite Shield II | 37,250 |
The levels with unknown cost
The 29 missing levels fall into three groups. The Manage research reduces building costs by a listed 10% at level 5, but you cannot tell from here what the last levels would cost. The whole Manage group has a known cost of 46,660 azurite so far. Rally Decree I is the clearest gap: only its first level has a price, at 800, while its limit runs up to 300,000 over ten levels. Treat any plan involving these as a lower bound.
| Research | Levels with no cost | How many |
|---|---|---|
| Manage Food I, Wood I, Stone I, Iron I | levels 4 and 5 | 8 |
| Rally Decree I | levels 2 to 10 | 9 |
| Manage Food II, Wood II, Stone II, Iron II | levels 3 to 5 | 12 |
Where the two tables disagree
Our source has two High College tables: the research tree and a cost list. They differ on 13 levels. The High College planner uses the tree, and Buildings uses the list. Some gaps are small, while Superior Angel Attack I level 2 differs by a factor of about eight. The list also stops short, with 187 rows totalling 305,269 azurite, against 260 levels and 378,710 in the tree. Our headline uses the tree. Check any level below in the game before relying on it.
| Research | Level | Cost list | Tree |
|---|---|---|---|
| Rally Decree I | 1 | 560 | 800 |
| Manage Stone II | 1 | 3,000 | 3,370 |
| Manage Wood II | 1 | 3,370 | 3,000 |
| Superior Leadership I | 2 | 809 | 890 |
| Superior Angel Attack I | 2 | 3,440 | 440 |
| Superior Angel Attack I | 6 | 840 | 940 |
| Superior Angel HP I | 2 | 3,440 | 440 |
| Superior Angel HP I | 6 | 840 | 940 |
| Superior Leadership II | 4 | 4,140 | 3,140 |
| Melee Attack II | 4 | 1,840 | 1,940 |
| Melee HP II | 4 | 1,840 | 1,940 |
| Ranged Attack II | 4 | 1,840 | 1,940 |
| Ranged HP II | 4 | 1,840 | 1,940 |
Turning it into a plan
The planner lets you set an azurite limit and shows how far it goes, with a warning if your plan includes a level of unknown cost or a disputed one. The College building's own upgrades are not in these totals. Levels 31 to 40 of it are another 82,030 azurite in the Buildings tool. Once you have a target, put it in the Azurite Calculator to see a finish date from your income. The dollar estimate in the planner is rough and rests on an average we could not confirm, so we leave it out here. Your plan saves in your browser with no account, and nothing connects to your game account.
